Why can't you use the onramp?

Yet again, I'm trying to get onto the highway behind someone who doesn't know how to use the onramp. It's difficult enough to merge into rush hour traffic in an econo-car on an inadequate onramp, without trying it at 40mph. Accelerate dammit. You're on my list...
